#what do i have to change?

first it told me to update /etc/portage/package.use/00video_cards, which in i put * / * VIDEO_CARDS: amdgpu radeonsi
now it told me 2 config files need updating

you can either add harfbuzz to the package in package.use manually like it tells you or use dispatch-conf to merge the changes
sometimes default configs for applications also change when they update and portage will prompt you to update them which is what you can use dispatch-conf for
if you don't want it to do that (for example ssh config) you can use CONFIG_PROTECT
