Pretty sure red notification light means your NAND is dying or already dead
Assuming it's charged already and is doing that on boot
Yeah, it's probably dying/dead. You can try a HWtest but that only tests RAM: https://wiki.hacks.guide/wiki/3DS:HWTEST
Unfortunately though the n2dsxl uses NAND and FCRAM that both have considerably higher failure rates than the other models have

We don't recommend buying the New 2DS XL for a multitude of reasons:
- Higher rate of FCRAM failure
- Higher rate of NAND failure
- Hinge prone to snapping
- Difficult to repair (e.g battery glued in place)
- Low quality build despite being in the "New" line
Additionally, common complaints include:
- High price despite being a budget console
- Lower battery capacity (1300mAh vs 1750mAh)
- LCD light bleeds through the shell on orange and white models
- Backplate uses tri-point screws despite other New models using #00 PH
- Speakers placed where your hand goes
- Matte finish is prone to scratching
- Tiny stylus
- No 3D (obviously)
- No charging cradle
We are of course not saying to get rid of it if you already own one, but if you are in the market for a new 3DS it's best to avoid the n2DSXL for the reasons above.
So at this point your only option is to get another 3DS
Also, like I said in #modding no one is going to hop on a private voice call to help you. a), this community is run by volunteers, not paid tech support agents, and b), help needs to be given in public so others can see if bad advice is being given and help correct something if said bad advice was followed, and it's hard to do that if the advice isn't available and transparent
