It will do the Red Flashing light until i press A then it’ll turn blue but not turn on

Kinda like what’s in the video

I don’t think it’s a hardware issue i think Maybe at some point something got messed up In the modded SD card (though initially when i first homebrewed it it worked fine)

It might be the Ultra moon mod? but i disabled the patching a while back

But you would turn off your 3ds then turn it on while holding select. Use the d pad to highlight "loading external firms and modules" and "enable game patching" (You likely had that enabled too). Then press start.
