How do you get .nds and .gba files?

Please can someone help I’m really confused by how people just play games like Pokemon Emerald on their 3ds home menu.

@drowsy monolith do you own the cartridges? What equipment do you have to plug them into. 3dw plays ds games natively, just pop in the cart and launch it
