@wicked folio I'd say 9/9/9 for dps cause for 10 you need to use a crown, with other characters it depends
Like on what the character needs and the talents' scaling, with a healer you don't have to level their normal attack at all but it benefits to have skill/burst on higher level, if it's Bennett then you could only upgrade his burst for the buff he provides etc.
For Tighnari you could leave him at 9/9/9 or get his normal attack to 10 if you use him much
The more you invest in the characters you use, the easier it will be to use them
But then on the other hand, getting literally everyone to 9/9/9 would be a waste of materials if you're not in the late game
Btw, you can get level 13 only from constellations, so the normal limit is 10

the gain for leveling to 90 varies according to character unfortunately
kazuha you absolutely need to level to 90
swirl reaction damage increases with level and em
generally for any on field dps chars it's better to level them to 90 as well
sub dps and other off field chars aren't as strict
if you use any shielders that scale off of hp, they should be levelled to 90 as well to max their possible shield strength
