from what we know, you gotta collect letters from the air, to use the ballon you go to the pointed arrow hold space and fly up, make sure u dont hold it too long as if the bar above the ballon fills up the ballon will pop. Chest just been added to the npc at the bottom

Okay, For official frozen paws..
In order to get one of those, You must be above the frozen paw in this screenshot. Then you must pop your ballon and your done. After i did so many things and experiments and accidently getting it, thanks to great Gillers Theory, saying to pop the ballon above paw was a great idea. It managed me to realize how to get it.
