Jackpot is purely luck, the more slots you spin, the higher your chances (although if you are just trying to get the jackpot one trick people have used is to only start spending their candies to spin it, after the total pile of candies is over a certain amount like 100K or 150K candies reached or something since that is around when people usually end up winning)
