Yes, the account was created and left abandoned. It's unfortunate but that doesn't mean you can just take it because it's unused and without an email.

I had that problem once and it eventually went away, i asked one of the mods in game and she said that she didn't know why it was happening. But now i'm having a problem where it's telling me "You must wait a few days before you can make a new purchase on Steam."
