I think there’s also a sense of community in sharing art that AI can’t ever understand, like artists sharing tips of how to shade or lineart. Art theft or tracing can be seen as problematic by a lot of people if claimed as their own even if done by actual people, so a lot of artists want it to be gone from creative spaces, not even just visual art but even music and movies.
Claiming fanart is stealing is a bit silly, it’s in the name that it’s fans making art of something they enjoy
