For 01LoadDefaultBitstream downgrade the esp32 library to something lower than 2.0, it won't compile with the newer versions of the library

is the 328P a new ic?

alternatively, i made this tool for flashing the spartan a while back

just extract to a folder and run "flash gbaHD.bat" and it will guide you through it
