Sorry if this has been solved before, but after cleaning the leads, I am not sure what to do to troubleshoot this issue.

you scratched the mask and you have the test point bridged to ground
This was how I got the device unfortunately. I am a complete noob when it comes to this, do you mind explaining what the test point is and where it looks to be connected to ground? Also is there any way I can fix it? Thank you!

if you do not have soldering skills, take it to someone who does. mobile phone repair, laptop repair etc etc.
if you bought this as new or refurbished or modified from someone, return it and have them repair it. its obviously been modified.

-what is the test point you mentioned
-where is the ground
-how is the test point connected to ground
-any tips or instructions on getting this working again

you have solder bridging the test point to ground

so I have to solder it like this?

remove the solder that is causing the bridge and test again
you have to use a soldering iron to clear it
