Yes, you can. First remove the excess of tin and clean the mainboard with alcohol. Then solder the USB board. Finally use the alternative pads and some cables for each pad that is broken.
also the area looks pretty dry are you using flux?

Also not sure if it changes things but the charger I have is blue with a little hook 😮 do I connect that to something else?

The pad that is missing is the VCC input line. Here's a bit clearer diagram. Same concept as giltesa's
First suggestion would be to clean up the area with IPA and get some flux. Also I would practice on some cheap soldering practice kits first before doing any further damage to your motherboard
After you get a hang of things then you can run a wire from the via and then solder the USB-C PCB on top of it
@dense raven what kind of cable can I use? Name specific please because I cannot for the life of me find what they sent with the ips screen kit 😦 that type of wire/cable would be perfect. I'm ordering things I need for my next try and I want to be ready, thank you all for your help so far!
Pad strips would probably be the best item to fix that ripped pad. Just google "Soldering Pad Strips". Otherwise some enameled wire in 28-30 awg can get the job done.
what did you use to remove it? it sucks since that is the pin responsible for charging
Removed itself when I was trying to test it, the small push from the c cable was enough to just knock it off 😦 ordered another c to c part and hopefully this one is of higher quality

Yes I knocked it off like that 😮 that's what made me think it wasn't too good quality wise

Soldering iron is what I used 😮
soldering iron will always have likely issues when you remove the port with it
best thing to use is a hot air station , its pretty easy to rip off the pads with a soldering iron, possibly it started ripping up then the usb c module ripped it fully off
