Yeah it's sometimes kinda tricky to compensate ballast with floaters. But it's doable.

Honestly I kinda cheated on making this thing float, there's a gyro & propellor at the bottom, to keep it upright & to lift it up respectively
If the engine shuts off, the whole thing starts to sink
