Steps to replicate:

  1. Create a small raft from light material (such as balloon casings) in or over water
  2. Assemble raft
  3. Place a block or several blocks of extremely dense material (such as gold or netherite)
  4. Destroy the heavy block while the raft is submerged or partially submerged

turns out even something as common as cobblestone can trigger a fling

I have replicated this using both default physics settings as well as some modified settings (such as no air pocket buoyancy)

Also: it seems a change in net buoyancy is one of the more important factors in causing a fling underwater

#

So it takes very little mass to fling single balloon casing in water, whereas a tremendous amount of mass change is required to fling something like a boat made of wood

The gravitron could be a culprit as well, as it seems to change how blocks are affected by buoyant forces and therefore create a higher risk of flinging

Interesting observation: placing a wooden pressure plate or trap door on a singular balloon casing entity causes it to bounce out of the water, gaining exponentially more velocity on each bounce until it vanishes

Simply dropping a single balloon casing into water can cause it to fling

#

I wonder if the body lift/drag feature might have something to do with it; I managed to get a glimpse of the balloon casing travel in a curved path before vanishing

also in my testing I have found that having a single cambered wing as its own physics entity and letting it fly also results in a fling
