Well it doesnt tilt at all no. but it takes a while to pull up and turn

This is good and all
Except for the part regarding vertically stacking propellers, cos having a two layered propeller DOES produce exactly 2x the thrust of a single layer
The only thing that matters is sail distance from the propeller axis (so really the center sail blocks don't do produce any thrust), not really how many other sail blocks they're surrounded by
Unless of course you know that and you just don't want people to make planes with ugly propellers 
i was told otherwise by multiple reliable sources

With a single layer, the equilibrium height is 101.9
Doubling the mass means that we need to double the force to reach the same equilibrium height
Slapping another layer of sails on top, and we get an equilibrium height of 101.9 again, as expected
And you can note that in the double layer propeller, I replaced the center sails with fence posts, and it still produced the expected thrust, because as I mentioned, the sails that are aligned with the propeller axis do not produce any thrust anyway

Ok i guessed right. Replace all wing blocks with flaps and glue it together so every flap is attached to a flap bearing. This should help
And make propeller a + shape
