yea, usually in compact designs you set the windmill size to 0
since windmill parts itself don't have block collision an 8 size windmill could theoretically clip into the main factory
but most compact designers don't do that because it looks ugly, requires you to build the windmill and then do the rest
and its just a major inconvenience so people usually set the restriction to 1
