Decrease RPM by a factor of (1/16) for every level of redstone input. Max resistance will be (15/16) of the input. Keeps the redstone resistor from acting like a clutch and also keeps the numbers pretty. Disadvantage: Adds an extra blocks to planes if they used it as a clutch.
