How it works is that it can wound up to store a certain amount of rotations (say, 100) via receiving rotational input, and afterwards, once it receives a redstone signal, it will unwind, with a moderate amount of stress units, matching the maximum speed that the contraption can be run at before the spring battery overstresses. If two spring batteries are directly connected to each other, they will evenly split the amount of rotations stored in each one (Ex: If one of them has 10 rotations and the other has 0, after you put connect them they will both even out to 5)
