this field is mostly cutting cutting edge science, so if you don't have the best scientists working on your models then not even the best hardware nor datasets can help you

Didn't Google recently lay off their bard team
They're several years behind Open AI (Microsoft) in terms of LLMs iirc
Maybe a few, I don't know when they started seriously focusing on that field
