Other people in the vc other than the one who created it (aka the owner) can invite people, but their invitations aren't "permanent" in the sense that, if the people they invited leave the vc, they need another invitation to join again
Also, the people they invite can't access the vc's chat, and they have to put "&acc" to accept the invitation, then join any vc and the bot will move them over to the private vc
Anyway, I always recommend that the owner of the vc invites everyone because it's just easier

Oh, and you can invite multiple people in a single message, but be careful not to ping too many people because it'll be seen as spam lmao, I usually do 5
