Bueno, cualquier tema de inseguridad es complejo. Tengo entendido que hay algunas personas que si tienen la idea de convertirse en narcotraficantes (eso sucede en los estados afectados directamente por el narcotrafico), aunque la gran mayoria de las personas son victimas que quedan en medio de todo este problema (oferctas de empleo que resultan ser falsas y en las cuales secuestran y obligan a las personas a trabajar en esto, igual esto pasa con los migrantes que vienen de centroamerica, los famosos levantones). La corrupción es otro factor que influye y no podemos dejar fuera al miedo, pienso que la forma en la que producen miedo les ayuda a controlar a la población.

with the way that a word document is built, it's just text (usually) so there's nothing to put a border around, per se
