#Navmesh bake is very patchy

anyone know why my navmesh is so patchy? I made a test scene with only the terrain in it and then baked it with the default settings

there's holes everywhere where there shouldn't be

doesn't seem like it, the navigation mesh just overlaps the visual mesh making it look like theres holes, at those points the navmesh is just slightly below the visual surface

I don't think that's the case, I dragged down the terrain but the holes remain there
