I just decided to take a look myself and it seems like the config gets never updated? Maybe it does, but I could not find the code for that. It only copies the default config over into the plugin data directory if it doesn't exist yet from what I can tell. If you are searching for something that can do that I would suggest taking a look at eo-yaml. Its a Alternative to snakeyaml, but written from the ground up with full comment support. Fabric mods will probably be updated pretty quickly, given that the team publishes the modding API as Mojang publishes snapshots so they can get ahead a bit
Bukkit plugins on the other hand... yeah that's gonna take a bit more, md5 doesn't publish APIs for snapshots, he only does it for the final releases so Bukkit plugins are basically stagnated until md5 releases Bukkit/Spigot, then plugin devs can start updating their plugins if needed, many don't really need any updating at all but lots will; then the Paper team is also lagged behind because it depends on that too

I personally recommend IntelliJ, more powerful and customisable than Eclipse. Even for beginners, it's pretty easy to handle it with some tutorials 😉

Assuming you're running Sponge, yes. GD can either be compiled from the source for free, donate for official support or you can grab a community built jar from an unofficial discord.
I generally recommend paying

Blood is a well known dev in the sponge community (he's part of the team too) and GD is a good plugin

Geyser is not a plugin, its a proxy server and protocol translator allowing MC:Bedrock players to join MC:Java servers

And no, that is not a issue. Players using Bedrock still need to have a java account to join your server, unless you use that additional Geyser plugin (floodgate) which creates uuids based on their xbox live account. The only issue that may occur is that you didnt secure your servers properly
