World specific permissions will override generic permissions.
Example: if a user has a global "fly.use" permission, and then has a negated "fly.use" permission in the "world_nether" world, the world specific permission will override the globally defined one, and the user will be granted the negated node (provided they're in that world, of course.).

Right, which TAB is an exception to all that lmao as it is both open source and free, it has a premium version with extended features like more tab and tag options and it has scoreboard support, lots of buyers and overall helpful support (afaik, can't speak for myself 'cause I never needed it)

LuckPerms only acts as the source for prefixes / suffixes, it doesn't actually apply them. You need an appropriately configured chat/tablist formatting plugin for them to be displayed. If the values appear correctly when you run /lp user <user> info, LuckPerms is doing its job!

You set the permissions you want player to use to true and permissions you want players to not use to false.

By default everything within LuckPerms is undefined (as, well, it isn't defined, again, within LuckPerms). Plugins can specify default values for permissions (true/false/ops-only) if that permission isn't set in LP, and that value depends from plugin to plugin (for example, EssentialsX won't allow essentials.fly by default, but it allows essentials.msg (I think lol))
