A quick rundown is that the City used to be close to an utopia but got hit very hard by an economic downturn. The city is now divided into a "Golden City" which is a large superstructure at the heart of the city and then the "city" itself. Outside the golden city life is bad and crime is high. Police forces are basically private owned security firms and escaping the city requires a special pass. To become a member of the Golden City you must be a very hard worker or born into it.

Howdy! So the tower is just kinda there as a symbol and set piece. Probalby won't go there in game but in the context of the game world the citizens of Umburgh (switchblade city) can enter the tower by becoming an "ascended" citizen through a couple different methods.

To live in the tower, you either have to pay a lot of money to live there, work for a corporation for a number of years, or join the military.
