Does this mean someone could give you one, just you can’t buy it?

yes but if any rules are broken and minehut decides to punish the external, the owner of the external gets punished for it too

So wait if the external meaning the host breaks rules I would get punished as the owner

if someone says

"hey Ghostma, you can use my external server"

and your server breaks minehut's rules

that someone (the owner of the external server you're using)

will be punished
