#custom texture pack not working?

I've uploaded a zip file of my texture pack (Nothing is wrong with the texture pack in anyway) and it just doesn't show up in listed texture packs or anything. Yes I restarted the server and enabled it multiple times

For more info:
It says downloading resource pack or texture pack when I'm joining the server. But it doesn't show up in selected resource packs nor actually do anything
