By Kieran’s announcement about the status and the fact that Lifesteal is a partner now with 2 large features funneling players into their server, I’m 98% sure Minehut is bringing back the external plan.

doesn't say what they're actually testing with lifesteal either, and we don't know if that's more closely related to the partners program or if it is about externals

so what waffles was saying is pretty much pure speculation about "bringing back the external plan", and it can be potentially misleading when we don't know what the exact circumstances will look like if it ends up returning
