Currently, im attempting to make a server with basically Nothing but superflat concrete.
but people get shulker boxes full of randomized items, pulled from basically all of the items in the game

but i dont know where the hell to start

You'll need to start by coding a randomizer after creating a way to store every random item. Best way would probably be to make a custom named shulker that when a player opens gives random items then make a bunch of shulkers of random items.
