Restarting a server with /restart

why when i try to /restart without the minehut dashboard it does not work? is it intentionly or what?

if you want /restart to work (on a non-Minehut server), you have to create a start.sh (or start.bat, you can change it in bukkit.yml I believe? one of them) and make it run your server jar
