my server is telling me that i am 12 versions behind and that i am on 1.20.1 and to install the latest paper version ok so i did now where do i put the file after i downloaded it

yeah but i want to update to the newest version which is 1.21.4

You can just update it on the server's dashboard

yeah and i did update it on the dashboard and when i did i went back on the server and i did /version and its still showing 1.20.1

when it asks for the minecraft version does it want the version that i am currently playing on or the version the server is on

it's not an appeal - on the form, the Minecraft Version box is your game version

then for the server issue, describe it in the Issue Details
