As in "External Server" from the title, then yes they can if they are not banned on your server host or server.

That's actually not true - External servers still rely on MH to do player authentication
I'm assuming your meaning of external server is the regular MH external server
In any case, I wouldn't suggest to allow them to join since MH bans are for a good reason - however you could technically make a different proxy for them to join with

That's fair - normally external in this context means externally hosted server but, conected to MH with an external server plan 😛
