in the server list, you can set the resource pack setting to ask you first

there is literally a vanilla option that does exactly what you're requesting

theres 3 settings: enabled, prompt and disabled

#

personally, I keep it at prompt or disabled

same thing applies, just set the server you joined first to prompt, it'll work for every server you join with /join

#

that means the server enabled force texture pack, there's no way to play without having it
if it's minehut's texture pack or not a forced pack, the prompt means you can say no and continue playing
