ViaRewind doesn't work

I have Viarewind installed in my server and it works as it's showing in the picture but when i try to join from 1.8.9 it won't let me in, any idea why?

3 of viabackwards, viaversion and viarewind are enabled but whenever i try to join from 1.8.9 it says i'm outdated

i supposed viaversion is preinstalled, so which one should i remove from both?

i can't delete viaversion, i deleted viabackwards and kept viarewind and nothing changed...

i actually did now and changed server version to 1.19.4 (supported by a viarewind version i found) and viaversion version that is required for viarewind to work but now viarewind appears red in /pl
