Do you have essentials installed?
If so,
go to File Manager tab of your server and open the file located at /plugins/Essentials/config.yml.
-> Look for the following option:

-> Now execute /ess reload in-game.

- you don't need that level of eff
- if you really want it, make a normal pick, no eff enchant, give it lore that looks like enchants and then have a plugin or a skript see the enchant and give haste to the player while holding the tool
