There are tools for changing world versions if your able to download the files and then re-upload them later. If you are using minehut and on a free plan this will be more diffucult though.

Only way to properly downgrade is to delete EVERYTHING except your plugins folder. If you can't access the FTP to do this, you're SOL.

Depending on how far you're downgrading, that's not true.
Much easier and more reliable to downgrade via deleting everything but the folders. Make sure to look into World related plugins like Multiverse-Core, deleting the worlds.yml and importing the world again.
Downgrading in general isn't even supported. On any version, or any server type. Paper, Spigot, etc.
So you should be deleting everything.
