My ViaVersion and ViaBackwards plugins don't work!

I have downloaded both plugins and also ViaFabric but still won't let any player below 1.17.1 join! Please help me!

what is your server version and software?

Servers version is 1.17.1. I have installed all the plugins and placed them at the mods folder but they don't let any player below 1.17.1 join!

there's no mods folder if you wanna use plugins

what software are you using? (again)

paper, fabric, spongeforge?

Wdym? Ofc u will get more players. Most servers allow like 1.17 or so to join. Some evn from 1.12 or something
