Can anyone send me a link for a WorldGuard, WorldEdit, Crate and Custom Echantment plugin that works for the 1.20.4 version, preferably a link to the download website and free to download.
I can't find any that works for the recent version because most of them are outdated or cost money, or maybe I'm just looking in the wrong areas.

You can easily find WorldEdit and WorldGuard on Bukkit for free
As for Custom Enchantment, idk if you're looking for a plugin that has that or a plugin literally named that, since there are multiple different ones

is EssentialsX up to the 1.20.4 version or not because I've downloaded it before but it didn't work
and is there a free citizen plugin and works for 1.20.4?

The dev builds for Citizens is free to download. https://ci.citizensnpcs.co/job/Citizens2/
Guessing EssentialsX didn't work because you made a mistake installing it. Don't reload the server after installing, instead always restart and you'll be fine.
