actually I think it enchants it with a water enchant of level 0
I had some stupid issues with that a year or two ago

you can do that with skript or vanilla
just enchant it with level 0 and add hide enchants
I think actual glint without enchant may be possible with /give but I've also had issues with it losing its glint before
