Players with the OP permission bypass that.
Players without OP cannot break/place blocks in worldguard regions that have been set to deny.

If you would like to test this yourself, go ahead and deop yourself, remove any ranks you have with the op permission and try then.

Did you do it the command way instead of clicking them? You can't click those ones to set block break and block place

yes but that isnt it, cuz ive tried with members that are default rank as well

just so you know as well, I got another region around the spawn region that has set block place allow and block break allow but it has a lower priority so it shouldnt interfere
