very possible, i have up to 1 year old scripts, when i barely knew how to script

In that case
skript does take up 3% of tick but it's not the main issue
I believe you have too many worlds, you need better hardware
it's taking a lot of resources ticking players in those worlds

a lot of memory also being taken from loading chunks
one thing i recommend, take your server down, upgrade it a little bit even if that means more money, install chunky, and preload ALL your SMP worlds
once it's finished preloading you can open it to the public, it'll reduce the lag a lot

im not that big on hardware so i don't want to give you bad advice here
I'm not sure how much of an upgrade you need, just that you need better hardware and you already have enough ram
for example I have ryzen 9 7950X on my server and it never even blinks
not lag for even a second

I do but I can't tell you how good it is compared to pebblehost
I would recommend talking to someone more experienced in hardware
