When I delete my plug-in it comes back after I restart but I don’t have it in addons panel even tho it is a legacy addon I don’t see it.

Stop your server, delete the plugin while your server is offline, then start it up again
If that won’t work, try letting your server hibernate, activate, try again, double check addons panel, etc etc
