#help i cant change my difficulty level

so my friend and i have a survival server and we want to set it to hard because we want totems and make villager zombification machines and stuff but it doesnt change? like on the minehut page on google it says hard and in game it says easy? we know its on easy because villagers dont always turn into zombie villagers and with bad omen 5 the raids only go up to 3 waves without evokers? is my friend doing something wrong on the website or is it a known issue?
