For frontend you typically start with html and css. Then move to js
There is no frontend without the first two.

you don't need to know JS to learn CSS/HTML. you can write an entire website with zero JS. you can also write an entire JS application with zero HTML/CSS.
as json said, typically you'd learn a small amount of HTML/CSS first, then add JS to it. then continue learning HTML/CSS while simultaneously learning more JS.

knowing the basics of HTML/CSS will make learning JS more enjoyable. if you only learn JS through node.js (or worse, some online tool), life will be harder
