I never have even touched this game before, curious yes but always saw it as a internet trend. Now I see my niece has it on her Switch and thought hey I will get it and we can play together. Went to eShop and it says "purchased", it's not in my library and it's not in my re-download list. What's going on? Help please.

This is just simply because some other account on your Switch has purchased that game previously. This marked them as the first owner of the game and you can use that account to redownload the game. It's a feature to prevent users to purchase a game multiple time, while having the ability to game-share.

But I'm not sure what you meant by other "users" and not "accounts". Since users and accounts are pretty the same thing if the users have a Nintendo.com accounts linked.
There are local profile which has no Nintendo.com account linked, they act as a placeholder of sort and lacks tons of feature, including purchasing from the eShop, is that what you meant?
