#If I remove my SD card before my factory reset and put it back in would I be able to see my clips?

First off: what is your goal here and why are you asking?
I want to downgrade a game and I don't want to lose the clips

And I want to know if they are still working after I factory reset my switch

You will have to back up your videos and images to your PC. Once you reset the switch it’s likely you will need to reformat the sd card.

I’m not going to reinitialize my console just for this. But from my understanding the Switch console will force a reformat.
So I will lose every clip and pic then

it is possible to move them to a phone by selecting upto 10 images/clips and select sharing and editing then by selecting "send to smartphone" it will generate a QR code displayed on the switch
Just mainly the duping glitch where you can have infinite stuff
I have over 800+ so I don't know how long will that take
then that is quite problematic..
with a pc it would be way easier
is it not possible for you to like.. use a pc somewhere and copy those files to a usb drive or something?

So like I said earlier: if you want to be 100% certain you won’t lose the clips and pictures, you can always get a new SD card.

This tutorial shows how to revert a Nintendo Switch back to factory settings (aka initialize). This is good if you are going to sell it to someone and don't want them to see your information or game progress.
If you want to reset the Switch due to an issue you are having, I recommend you do the more limited reset that does not involve deleting ...

initializing the console deletes ABSOLUTELY EVERYTHING
factory resetting however keeps your save data, screenshots, videos and user info in which results in them not getting deleted
and all software saved on the microSD card will become unusable except screenshots and videos
