transferring data from user to another user on same switch

I was wondering if it's possible to transfer game datas from a profile to another profile on the SAME switch. All of the progress are on my sister's account linked to her Nintendo account but I want the games to be transferred to MY profile with MY Nintendo account. Is that possible? Or can we only transfer a user to a new switch

nope, only from current switch to new switch you can transfer from different users, as long as they're on two different consoles.

You can transfer a profile/saves to another switch, but if its digital games then the games themselves will always belong to her account

It is not, you can only transfer profiles (and most saves, see ACNH) to a new Switch.
