Recently picked up a free switch on Facebook marketplace and it charges and turns on but it's stuck on the screen where it shows the two joycons sliding on and only the left one works is there a way to use the switch with just the left controller

That screen requires you to insert both joy-cons to continue. If it's a hardware problem, you'll have to repair the console (or replace one of the joycons). Do you have a different right joycon to test with?
