If you say it like that, credit card is the same. You can put on a credit card, then close it later, or the card expire. Same situation.
The way it works is when you first put on your payment option, regardless if it's a credit card or paypal account, they will do a payment check. A small amount of $0.1 or so will be deduct. If the transaction is successful, they will confirm the payment option to be working and refund you that small amount.
After that, your payment option will be good to go.

So the answer to the original question is that they will not allow the purchase and this it isn't likely to lead to a ban since the purchase wouldn't happen
