2nd Method is for when you do not have access to the Switch console (e.g. stolen, lost,...):
Go to Nintendo website (https://accounts.nintendo.com/) > Shop Menu > Scroll down to Deregister Primary Console. You can only use this method once per year.

You have to deregister on the console that was Primary, you can't register primary on the console that was Secondary.
